How do you lose weight off the bottom half of your body and not the top?

i have gone from 13.7 stone to 10 stone and have regulated my diet so that i eat what i want but just in moderation i've stabilesed at around 9 stone 12 which is ok for my height at 5 foot 7, but what im noticing is altho i do seem to be going down on the scales, i am collecting weight around my backside thighs and stomach and face... i walk to the station and back every day which is a 15 mins walk each way, i eat normally but allow self treats if i want them, but i just seem to be getting the weight really gaining to my thighs, bottom and face... is there anything anyone can suggest i do as my top half is fine and i dont want to get any more skinny on top.... foods to avoid or what to do...??
